The activities and decisions of "Stillhaltekommissar für das Organisationswesen in Luxemburg" Franz Schmidt, appointed by order on 28 August 1940, were reported in a specially created newsletter.
The Stillhaltekommissar played an important role in bringing the associations of Luxembourg into line. Associations of all types were first registered and then made subject to compulsory declaration. The continuation of any association's activities depends on its agreement, following an established procedure for declaring its members and its assets.
The aim was to ensure the influence of National Socialism within Luxembourg‘’s associations and to appropriate the assets of banned associations, while eliminating political opponents and any Jewish presence within the associations.
Eight issues were published between the end of January 1941 and the end of August 1942. In the last issue, the Stillhaltekommissar announced that all associations that had not yet been inspected were to be dissolved with immediate effect.
